New Honorary Consul for Germany in San Diego

Leadership transition marks a new chapter for German representation and services in the San Diego region

by Dr. William Sen

The San Diego Germans welcomed an important transition in its diplomatic representation this March 2026.

At a recent SD German Meetup attended by more than 50 German-speaking guests, former Honorary Consul Stephan Hollmann officially introduced his successor, Jörg J. Dürrbeck, who will now serve as the Honorary Consul of the Federal Republic of Germany in San Diego. The event marked both a farewell and a new beginning for Germany’s local representation in Southern California.

What an Honorary Consul Does

Honorary consuls play a unique role in Germany’s global diplomatic network. Unlike career diplomats stationed at embassies or consulates, honorary consuls are typically local professionals who serve on a voluntary basis alongside their regular careers. They act as local representatives of Germany in places where a full consulate would be impractical but where a visible presence is still important.

Germany maintains hundreds of honorary consuls worldwide, including many across the United States. Their work complements the services provided by the Embassy in Washington, D.C., and the German Consulates General such as the one in Los Angeles.

Although their authority is limited compared with a full consulate, honorary consuls perform several important functions such as:

  • Assisting German citizens in emergencies
  • Certifying signatures and copies for legal documents (in German: Notarielle Beurkundung)
  • Assistance with some paperwork related to passports or civil registry matters
  • Providing guidance on administrative matters
  • Supporting German cultural and business initiatives
  • strengthening economic, academic, and cultural ties between Germany and the host region

They also serve as a local contact point for German visitors or residents who may need assistance navigating local institutions or contacting German authorities.

What They Can and Cannot Do

For German citizens in San Diego, the honorary consulate provides an accessible first point of contact.

However, many official consular services remain the responsibility of Germany’s Consulate General in Los Angeles. Honorary consuls generally cannot issue passports or visas and may not perform all formal consular acts.

For services such as passport applications, citizenship matters, visas, or complex legal issues, residents typically still need to visit the main German Consulate in Los Angeles.

The Role in the Local Community

Beyond administrative help, Honorary Consuls serve an important civic and cultural role. Because they are deeply embedded in the local community, they often help connect German institutions with American partners, support business relations, and represent Germany at public events. Their local networks and knowledge allow them to assist Germans in need and to promote German-American relations at the regional level.

In a city like San Diego, with its growing German population, strong biotech sector, and numerous academic exchanges with Germany, the honorary consul often helps facilitate contacts between companies, universities, cultural organizations, and visiting delegations.

How Honorary Consuls Are Selected

Honorary consuls are appointed by the German Federal Foreign Office. Candidates are typically respected members of the local community with strong professional networks and a demonstrated commitment to German-American relations. They may be German nationals or citizens of the host country and usually serve part-time without salary.

Because the role relies heavily on personal relationships and local knowledge, successful honorary consuls often come from fields such as business, law, academia, or public service.

A Transition in San Diego

Stephan Hollmann has been a familiar figure in San Diego’s German community during his tenure as Honorary Consul. Through community events, cultural initiatives, and support for German nationals in the region, he helped maintain a visible German presence in Southern California.

At our March 2026 SD German Meetup, Hollmann formally introduced his successor, Jörg J. Dürrbeck, signaling the next chapter in Germany’s local representation. The gathering served not only as a handover moment but also as a reminder of the strong and active German community in the San Diego region.

Why It Matters for San Diego

For German residents, visiting professionals, and companies operating between Germany and San Diego County, having an honorary consul nearby makes access to German representation much easier. Instead of relying solely on the Consulate General in Los Angeles, individuals can often receive guidance locally and connect with someone familiar with both German institutions and the San Diego region.

Equally important, the honorary consul serves as a bridge between communities. From business cooperation and cultural exchange to supporting local German organizations, the position helps strengthen ties between Germany and one of California’s most internationally connected cities.

With the appointment of Jörg J. Dürrbeck, the German community in San Diego continues that tradition of local representation, ensuring that Germany remains visible and engaged in the region’s civic, economic, and cultural life.

We thank Stephan Hollmann and Jörg J. Dürrbeck for their dedicated service.
